First, finish the "Where Winds Return to Celestial Realms" quest. This exploration quest, located in Shores of Last Breath, involves combat challenges. While doable in one session, it's time-consuming. Completing this unlocks access to Nightmare Tempest Mephis' arena.
Second, locate all Dream Patrols in the Shores of Last Breath. Completion isn't necessary; simply discovering them on your map suffices. Once all are found, a message confirms Nightmare Tempest Mephis' appearance, making the boss accessible at the location shown above.
Should You Use Nightmare Tempest Mephis?
